INVITATION TO BID Sealed bids for furnishing the following to the City of Cortez (City) and the Cortez Sanitation District (District), will be received at the office of the Public Works Director, City Service Center, 110 West Progress Circle, Cortez, CO 81321, until 3:00 PM on Thursday, April 13, 2023 MDT, at which time bids will be publicly opened and read. Bid documents, including drawings and specifications, may be examined in the Public Works Department at the City Service Center, or sent via electronic delivery. A non-refundable fee of $100 will be charged for bid documents per each type of delivery. The project consists of the installation of approximately: 7500 SY of roadway excavation, base course fill, and asphalt paving. Concrete Flatwork: 640 LF of curb & gutter; 115 SY of curb ramps; 180 SY of sidewalk. Waterline Removal: 1740 LF of 6-inch cast-iron line; 5 EA metallic service lines. Waterline Installation: 1740 LF of 8-inch water line; 5 EA service line connections, house services, and all fittings. Sewer Main: remove and replace 1540 LF of 8-inch sewer main, 4 manholes, and new house service connections. All work is located within the Cortez City limits. PLEASE NOTE: There will be a MANDATORY Pre-Bid Meeting at the City Service Center for all prospective bidders on Monday, March 27, 2023, at 10:00 AM, MDT. Contractor must attend mandatory pre-bid meeting to bid. Bids placed before the mandatory pre-bid meeting shall be invalidated by non-attendance. Contractor Question Deadline is 3/29/23 @ 10:00 AM; Owner Response Deadline is 4/5/23 @ 10:00 AM. All Pre-Bid attendees must have purchased the bid documents and paid the $100 fee prior to attending the Pre-Bid Meeting. Bids shall be submitted in writing on the documents provided and signed by the bidder or its duly-authorized agent. Bids shall be submitted in sealed envelopes and marked on the outside with “BID – 2023 Cedar Street Improvement Project” and with the bidder’s name.

| All prime contractors shall provide evidence of successful completion of projects in the general construction category of waterline, sewer line, grading, concrete flatwork, and paving; or of evidence of subcontractor’s qualifications of their specific construction work scope they will be providing on the project. The City and the District reserve the right to make such investigations as necessary to determine the ability of bidder to perform the work as set out in the Contract Documents. The bidder shall furnish, within five (5) days of request, to the City and District all such information and data for this purpose as the City and/or the District may request. Examples of such requested information may include but is not limited to, previous similar project experience, references, and financial data. The City and District reserve the right to reject any and all/or all bids if the evidence submitted by, or investigation of, such bidder does not demonstrate responsibility and responsiveness. The City/District reserves the right to waive any formality or any informality in the process of awarding a bid. The City/District reserves the right to accept any bid, in whole or in part, and to reject any or all bids if it be deemed in the best interest of the City/District to do so.
